Several years ago when officials were active in a competitive manner to achieve high levels of certification with the goal of working Playoffs and Champs, someone (I dunno who) came up with this patch to break the tension. I'm a bit vague on details, but to receive this patch officials needed to apply for certification including photo evidence of them having fun while in uniform.
